Scope of Work

With limited supervision, the project coordinator will contribute to the realization of RKSI’s mandate and implementation of RKSI workplan by: (i) facilitating various knowledge products; (ii) promoting knowledge dissemination, such as, website and social media communications; (iii) organizing core and co-sponsored events/trainings/workshops; (iv) assisting with progress summary and resource application; (v) assisting in deepening relationships with knowledge partners and expanding RKSI’s network; and (vi) other knowledge sharing and services as needed. The incumbent will report to designated international staff and national staff on substantive technical, policy-related, and operational aspects, and for day-to-day administrative matters.

Detailed Tasks and/or Expected Output

With oversight from the Head of RKSI based in ADB PRCM, the consultant will work closely with ADB HQ-based national officer in performing the following tasks:

  • Coordinate RKSI events/trainings/workshops, including liaison with various knowledge partners, regional DMCs, government agencies, academies, resource persons, ADB staff, and other relevant participants. In particular, the person will:
  • Ensure all activities are efficiently, timely, and professionally completed;
  • Conduct event evaluation and knowledge demand surveys, analyzes their results, and recommend suggestions for improvement;
  • Ensure budget estimates and liquidation reports are consistent with ADB standards;
  • Ensure all logistics are well-arranged; and
  • Produce and help in the production of event related knowledge outputs.
  • Liaise with various knowledge partners to deliver knowledge products, such as, key highlights of RKSI events, publications, good practices/case studies, workshop proceedings, video clips, and others.
  • Explore more effective marketing and dissemination approaches to further increase public reach of RKSI knowledge products, including ensuring face-to-face events are well recorded, captured and summarized, and optimizing the RKSI website content using multiple platforms.
  • Ensure and assist in RKSI operations, including daily correspondence and documents preparation, RKSI project records maintenance, meeting and appointment arrangements, and others.
  • Monitor budgets and costs of RKSI activities, including liquidation of advances and expenses, and ensures they are in line with ADB practices and guidelines.
  • Produce interesting and easy to understand short knowledge products, such as, videos, blogs, policy briefs, infographics and data visualization contents that share the PRC’s experiences and lessons with other developing countries.
  • Create and modify contents that can be disseminated through new social media channels, such as, TikTok and others.
  • Timely update of the RKSI website with new activities and products, and populate older materials onto the website to turn it into an East Asia Knowledge Repository.
  • Supervise administrative contractors and service providers.
  • Provide inputs to departmental/division reporting as required.
  • Address queries on RKSI programs, strategies, and processes.
  • Arrange meetings, appointments, travels, and missions in compliance with ADB standards.
  • Perform other duties as may be required.

Relevant Experience & Requirements

  • Bachelor’s degree in one or more of these fields: multimedia, journalism, public policy, economics, business, commerce, international relations, environment, and health.
  • At least 5 years of relevant work experience, preferably in an international organization.
  • Strong communication skills and good understanding of various government agencies, academics, international organizations, and media.
  • Good understanding of knowledge dissemination and public communications.
  • Strong organizational and problem-solving skills.

  • Set strategy e.g., align content with objectives of the project, coordinate content calendars with partners, and manage influencer and advocate programs.

Relevant Experience & Requirements

  • At least a bachelor’s degree in communications, journalism, information technology, or related disciplines.
  • Have at least 5 years of relevant work experience preferably in international organizations.
  • Proven skills and demonstrable results in copywriting, design (graphics and video), community engagement, behavioral psychology, and analytics.

The videographer is responsible for pre, current, and post-production of videos. These include but not limited to script writing, logistics, filming including drone shots, rough cut editing, creating graphics and visual effects, and recording of narration and music. The videographer is expected to work independently with limited supervision in all aspects of the video production. 

Detailed Tasks and/or Expected Output

With oversight from the Head of RKSI based in ADB PRCM, the consultant will work closely with ADB HQ-based national officer in performing the following tasks:

  • Produce a draft design concept of the videos including the script and required logistics for initial feedback.
  • Produce graphic works for videos or other outputs.
  • Develop and research ideas, create an initial framework, write or adapt the idea or story into a script, and weave together visual elements into the script.
  • Following the above, produce the draft videos, incorporate comments, and finalize the piece.
  • Deliver the final videos in ready-to-upload format for RKSI website and social media sites.
  • Closely coordinate and update the RKSI team on the status of the videos.
  • Perform other duties as may be required.

Ownership rights of all production materials shall reside with ADB. All source files and the final project file should be submitted to RKSI. The videographer is required to keep a copy of all original files for at least a year.

The videographer shall provide his/her own equipment, facilities, and all necessary software related to video editing and production. These equipment and facilities include but are not limited to cameras, lenses, drones, lighting and grip equipment, sound recording equipment, digital non-linear editing system, sound transfer facilities, editing facilities and video post-production facilities. The videographer should have access to stock footages from external film and video archives, background music, and sound effects.

ADB shall pay for the airfare, per diem, excess baggage, in and out allowances and other ancillary fees related to the video filming mission.

Relevant Experience & Requirements

  • Be creative and have a passion for producing works that stand out.
  • Have at least 5 years of work experience as a videographer/photographer, specializing in videography, stills photography, aerial photography, and graphic design.
  • Demonstrable experience in producing videos independently with limited supervision.
  • Be highly proficient in using video editing, photo editing, and graphic design software, such as, Adobe Premium Pro, After Effects, Final Cuts Pro.
  • Must have his or her own device and software to take and edit videos, photos, and graphics.
  • Have good written communication skills.

The consultant is expected to perform an important role in developing, implementing, and managing a social media strategy and plans for EARD. These social media channels may include, but are not limited to Facebook, Twitter, Instagram, and LinkedIn. EARD aims to build the capacity of its respective social
media accounts to have independent target audiences but bound by the common EARD social media strategy. The consultant will play a key role in developing a strategy toward an international social media landscape, define how to effectively promote EARD/RKSI social media accounts, and strengthen communications with stakeholders within and outside ADB to ensure relevant and engaging content.

Detailed Tasks and/or Expected Output

The consultant will:

  • evaluate the current social media practice of EARD, perform a social media audit, analyze the audiences’ engagement, and define missing gaps.
  • set target audiences and develop EARD social media strategy and a digital marketing plan for the social media channels aiming to boost followings and engagement.
  • define the most important social media KPIs and design a weekly monitoring report for the performance of all EARD social media channels, including brand mentions and specific media campaigns.
  • design social media strategies on how EARD/RKSI can be launched and penetrate other social media platforms where it has no presence yet (e.g., Facebook, TikTok, and Instagram) by building an online community.
  • determine the appropriateness of using A/B testing and other similar methods in social media content/campaigns, and identify where and how it should be implemented in testing various contents to see which one gets a better response.
  • design a strategy and specific workplan on how to manage, create and publish original, high-quality content such as creating easy-to-read content, storytelling pieces, videos, etc.
  • manage and oversee the social media content.
  • network with industry professionals and influencers.
  • design a process on how to administer all EARD social media accounts ensuring up-to-date content.
  • identify relevant development professionals and organizations that EARD can collaborate with in creating social media contents.
  • train internal teams to integrate and maintain a cohesive social media strategy.
  • develop guidelines on how to monitor new digital technologies, social media best practices and algorithms, and provide policy recommendations how to develop social media materials in response to the changing environment.
  • conduct knowledge sharing sessions on social media management to EARD staff.
  • evaluate the feasibility and relevance of having dedicated social media accounts for EARD Director General and, if found feasible and relevant, create a social media strategy for its management and content creation.

Relevant Experience & Requirements

  • At least 10 years of proven work experience as a social media strategist or social media manager with demonstrable results.
  • Hands on experience using social media for brand awareness.
  • Strong understanding of SEO, web traffic metrics, social media analytics, and algorithms.
  • An ability to identify target audience preferences and build content to meet them.
  • Familiarity with web design, publishing, and A/B testing.
  • Excellent multitasking skills.
  • Strong written and verbal communication skills.
  • The ability to help drive strategic thinking and implementation of strategic social media plan.

The primary objective of the consultancy is to support the development and promotion of East Asia Department (EARD)/RKSI’s social media outlets. These social media channels may include, but are not limited to Twitter, Facebook, LinkedIn, Instagram, WeChat and TikTok. RKSI aims to better disseminate
all activities (events and products) using social media channels to enhance awareness of the PRC and other DMCs on emerging development issues.

Scope of Work

To leverage the reach, relevance, and impact of social media in showcasing EARD/RKSI’s knowledge work, the consultant will work closely with Head, RKSI, and other team members throughout the contract period. He/she should keep the entire team regularly informed on the progress and results of activities.

Detailed Tasks and/or Expected Output

Following the direction of and in consultation with Head, RKSI based in PRCM, the consultant will:

  • Maintain RKSI’s current social media channels, create, and launch other accounts as needed.
  • Produce quality and creative social media contents based on various knowledge products, events and projects.
  • Develop and implement a social media plan to boost following and engagement.
  • Set targets, monitor, and provide monthly report on progress of social media channels.
  • Monitor trends in social media, analyze issues, and adjust social media materials accordingly.
  • Alert RKSI staff, among others to comments, and reactions posted that are potentially damaging or are controversial.
  • Monitor news and media outlets daily, and retweet/repost news and other items that are of relevance to RKSI mandates.
  • Suggest innovative ways or approaches in disseminating EARD/RKSI knowledge activities.
  • Coordinate in developing various communications and outreach materials by writing storyboards,
    preparing narrative scripts, and others.
  • Coordinate and facilitate interviews and video recording as necessary. Assist in collecting related materials such as images and video clips.
  • Set up events for livestream and promote them through the RKSI website, email list, social media, and other channels.
  • Assist in upload of knowledge products and events to RKSI website.
  • Support developing the RKSI website for online readability, searchability, and usability.
  • Perform other duties as required.

The contract is subject to regular performance evaluation review. The review shall be based on the achievement of specific outputs on time, with quality, and on budget. Any changes in stated outputs need to be approved by RKSI. ADB reserves the right to terminate the contract: (i) if outputs are not achieved on time and at acceptably quality; (ii) services are no longer required; and/or (iii) for any other reasons in the interest of the project. Pre-termination of the contract is subject to a 2-week notice.

Relevant Experience & Requirements

  • At least a bachelor’s degree in communications, journalism, information technology, or related disciplines.
  • Good understanding of knowledge dissemination and public communications.
  • Strong editorial skills and sense of news values.
  • In-depth knowledge of social media and their tracking tools in an institutional setting, preferably a multilateral agency.
  • Experience of marketing social media sites with demonstrable results.
  • Broad communications knowledge and skills in working with not only social media tools and apps, but the full range of traditional and non-traditional media.
  • Strong organizational and problem-solving skills, ability to deal with sometimes complicated issues, ensuring goals are effectively met within established deadlines.
  • Strong communication skills and good understanding of various government agencies, academics, international organizations, and media.
  • Ability to work in a multi-disciplinary team and to work effectively and efficiently with individuals at various levels.
  • Strong learning ability and ability to propose innovative solutions.
    Ability to work effectively under stress; ability to prioritize and juggle multiple, ambiguous tasks within tight deadlines.
  • Strong writing and oral communication skills in English. Similar level of skills in Mandarin will be highly advantageous.
  • Good computer skills, such as Word, Excel, PowerPoint, and Adobe Creative suites.
  • Experience in creating multimedia materials (for example, graphics, short videos, animations) would be an advantage.
