TA Final Dissemination Workshop of ADB’s Climate Change Financing Acceleration Platform Project and Climate Change Financing Forum Successfully Held

On 21 December, the TA 6560-PRC: Climate Change Financing Acceleration Platform project held its Final Dissemination Workshop and Climate Change Financing Forum in Beijing. The event adopted a hybrid format, combining both in-person and virtual participation, with approximately 3,000 attendees, including representatives from the project funding entity-the Asian Development Bank (ADB); the project executing agency – the Climate Change Department of the Ministry of Ecology and Environment (MEE); the International Finance and Cooperation Department of the Ministry of Finance (MOF); project consulting agencies – the China Beijing Green Exchange, and the Beijing Green Finance Association; project experts; and stakeholders in climate financing.

During the opening session, speeches were delivered by Jiang Zhaoli, Counsel (Director-General level) from the Climate Change Department of MEE; Zhan Shu, Director of International Finance Division II of the Department of International Economic and Financial Cooperation of MOF; Safdar Parvez, Country Director of the ADB Resident Mission in the People’s Republic of China (PRC); Wu Ruchuan, President of the Beijing Green Finance Association; and Wang Naixiang, Chairman of the China Beijing Green Exchange, officially launching the Climate Change Financing Acceleration Platform online.

In the TA final report presentation session, the consulting team leader and climate financing expert, Liang Xi, provided an overview of the project and its outcomes/outputs. The project, through the establishment of guideline for priority climate financing projects and high-quality carbon credit guideline, as well as the development of the Climate Change Financing Acceleration Platform, aims to facilitate effective connections among low-carbon technology providers, developers, and investors, which initiatively seeks to channel more funds into the innovative field of low-carbon technology. Additionally, the project conducted trainings in seven climate financing pilot cities and regions nationwide, engaging over a thousand institutions and trained more than two thousand individuals, contributing to market participants’ theoretical foundation and comprehensive capacity enhancement. Wu Yi, the individual consultant directly hired by the ADB for the platform construction, expert in climate change mitigation technology project library and acceleration platform design, introduced and demonstrated the relevant aspects of the Climate Change Financing Acceleration Platform system.

During the keynote speech session, speeches were delivered by local government officials, including Yao Weilong, Deputy District Mayor, Tongzhou District People’s Government of Beijing Municipality (Climate Finance Pilot City),and Ma Chao, Deputy District Mayor, Miyun District People’s Government of Beijing Municipality (Climate investment and financing polot cities). Other speakers included Liu Shiwei, Chief risk Manager of Credit Management Department of the Bank of China; Bai Lichao, Chairman of the State Power Investment Group Carbon Asset Co., Ltd; D’Maris Coffman, Vice Dean of the Bartlett School, University College London; Christel Bourbon-Séclet, Cities Finance Porgramme Director of C40 and Zhao Xiaolu, Senior Climate Director of EDF.. They addressed topics related to climate financing and the prospects of platform application.

In the concluding remarks, Ding Hui, director of the General Division of the Climate Change Department of MEE, and Liu Xinjian, Senior Project Officer (Energy)/Mission Leader at ADB Resident Mission in the PRC, expressed full recognition and high praise for the project’s achievements. The high-quality implementation of the project is expected to professionally advance climate financing and the identification of climate change mitigation technologies. Furthermore, it is anticipated to effectively break down financing barriers between low-carbon technology providers/developers and investors, efficiently attracting funds into the most innovative low-carbon technology areas, thereby better supporting the realization of carbon peak and carbon neutrality goals.
