Fudan University’s Guanghua Wan uncovered the puzzle behind the positive relationship between domestic consumption and inequality in the PRC as due to the between effects of urban and rural households. As such, increasing urbanization by abolishing hukou (the PRC’s household registration system) makes conventional fiscal transfers effective.
